I always wear mine over, since it’s hard to go to the bathroom otherwise.
It looks better under the straps, but it comes of easier over.
And this is why I love side tie panties.
As a girl that actually wears these things, I can tell you that panties definitely go under the garter. Using the bathroom isn’t a problem, because you can just unhook the garter in the back and pull it down, stockings and all, like you would pants.
I though pantsu go over considdering needing to take them off to go to the toilet.
