Its a giant girl. Period.
Is this a promo image for a commercial product?
If so, another possibility is that the background and the character were drawn by different artists, and the image is a result of poor compositing by an inexperienced designer in marketing...
+One of the power lines ends behind the girl's head. Besides, aren't there way too many of them for one line of train tracks? One train only needs 2 I think, not 4 and a half.
If you look closely you can see that the fifth power line does continue beyond her head. It's just hard to see against the light background.
Has anyone noticed the shadow for both the platform and the tracks? Thta's either:
A) TALL Tracks
B) short Platform
C) Another fail for inconsistant lighting perspective.
But yeah...Things don't look at all to scale between the subject and the scenary.

I think she is standing at an edge and the tracks are below her making them aper to be smaller than they rille are
Speaking from an artist's stance, it's just easy most times to overlook the relative perspective of background versus character when the focus is on the character. Most likely the character was designed, and then some sort of reference was used for the background. This reference may have not been to scale with the character but once again... it's easy to get distracted by the presence of a well designed character. So that's what I think is happening with this one.

Yeah, that is about the gauge of rocket test track, Or a kiddie train ride. d it were a model it would e the largest most awesome model I've ever heard of.

The grass and the fence aren't small compared to the girl. And the power lines above the railroad seems to be at a pretty normal height above the track... Must be a very, very narrow train.
Actually, only the grass and other foilage would appear to be of proper scale. That fence is too small for its purpose (at least based on all my observations, that type of fence is supposed to be taller than the average adult, since it's a type to keep unauthorized personnel out), and likewise the wooden pole is too short, and the electric wires and signal lights are too low.
Why don't we all just say that the artist drew the girl and her book too big instead of pointing out that everything excluding the girl is too small? That makes more sense to me instead of listing the longer list of things that look 'small'.
I think it's because the girl is supposed to be the subject/focus of the pic. Or at least is now playing that role. Everyone needs a reference and I rarely see people use the background image as the reference compared to the subjects in a picture/drawing.
But I'm not graphics/arts major, so I don't know anything...

To make this more rigorous, I encourage you to take profile into account. Note that the profile I linked to is actually slightly oversized by international standards.

No, the fence is definitely small compared to the girl. She shouldn't be one and a half times taller then a fence that is the same height as the tunnel a train will be coming out of...

Obviously, it's a promo still for the upcoming anime remake of "Attack of the 50 Foot Woman".
If it wasn't for her shadow and the fact that her feet is in the scene, I'd say she was in front of a poster or something... one of her legs looks more like a shadow.
But yeah, proportions... she's a giand girl waiting to crush the little train. XD
