“Around 16:30 an incident occurred in the city where a man walking on the street spoke to a girl primary schooler, saying “Good morning”, etc.
The man was in his thirties or forties, about 170cm, thin with short hair, and wore a black turtleneck, grey vest, cream trousers and carried a black bag.
When somebody you don’t know tries to speak to you, you should run away without talking to them, sound your crime prevention buzzer, and immediately report the incident to police, even if you are at home.”

I make this mistake too, I'm not sure it's something the police should be called over.
I do this too sometimes, but not by mistake, but more for fun. Like when I don't have classes until late at afternoon and slept in very long I say good morning to my classmates, it became like a running gag after I slept for a few days in a row in the middle of the week and told them about it.
I've never made a mistake in my life, anyone who does should get 25 years in the salt mines!

It does sound a little fishy, but then, maybe he had just woken from a deep sleep after playing his fav game all night or watching a "Sailor Moonathon" (in keeping with men preying on schoolgirls) and he really wasn't sure what time it was as he didn't have a watch or something to that effect.
i would hardly call him on this alone, though. Etc might be that he was asking her the time of the day as he realised that the sun was higher in the sky than he first imagined, and then he remarked on what a nice looking time piece she was wearing herself.

In Japanese, people often greet each other with o-hai-you. It means something to the effect of "it's early" but you can say it to anyone who you've seen for the first time that day, no matter what time it is.

When I went on holiday to Switzerland I stayed in some random village at the foot of some random mountain. I liked spending the morning sitting on a bench watching local life go by. Every single child that went past me on their way to school smiled and said "bonjour!" to me.
