An unintended use of the train furnishings, in this case swinging, has rather predictable results, as well as panchira consequences.

Amusing as her antics are, another interesting aspect of this image is the photographer; he saw fit to not only photograph the schoolgirl, but even managed to capture her in a split second of exposure… Certainly suspicious, but in just what way?

I'm sure that's not camera, but recorder. And then image is made from the video. There's no way it can precisely take the snapshot, but taking snapshot from recorded video is easy.
