This isn’t actually the finale. There will be two more additional episodes for 15 in total. (Episode 14 & 15 will at least appear on the last DVD/Blu-Ray, but will probably also be streamed beforehand like this one.)

It’s airing on AT-X — an premium anime specialty channel — at 11:30pm. Viewer ratings really aren’t particularly important in these sorts of cases; what they’re aiming for is merchandise sales.
