I wouldn’t say it’s really a major change… seeing as it happens so early in the series, I’d guess the creator wanted her to have short hair but incorporated this hair cutting to make it seem more dramatic.

She was very clearly in the OP with short hair, so yeah, it was obvious. But you should never assume people watching an anime have read the source material; more often than not they haven’t…

Mio is the main girl with pink hair who cuts it. Noel is the brown-haired one. I assume the “article” meant Mio gets the image change.
