Due to certain circumstances, I have come in the possession of $400 in spending money (which is a lot to a poor college student).
My current plan is to buy a PSP + memory stick, maybe a DS + R4DS, and load up some games with homebrew firmware or whatever is needed to do so.

Since you have the money I would do this:
Get an additional PSP with memory card, home-brew it to play SNES games
and modify the the face/backplate to look like an SNES controller
- this is my plan once I get enough funds and time to work on it.

Two games you can get in english from europe are
Breath of Fire 3 and Tales of Eternia. Two of my all time favorite PS1 RPGs. Tales should b well enough known thx to symphonia but may as well say it it's an action RPG while Breath of Fire is full traditional turn based. Now if you'll excuse me i really need some more sleep.
I'd hold off on the DS until 3DS comes out. It is backwards compatible you know. That and DOA Dimensions looks so awesome.
I'm currently playing an import of Tenchu 3, Phantasy Star Portable 2, and Assassins Creed on my PSP and everyone RAVES about Dissidia it's the Smash Bros of Final fantasy (kinda similar in fighting to a dragonball game)
For DS I love Starfox, Phantasy Star Zero, Zelda Phantom Hourglass, and of course for old times sake leaf green.
