I think it's because there are a lot of people who need transplants, and not enough organs, so they have to choose the people that are more "worthy" of receiving it.
Let's say there is a white, obese 20-year-old who ate her way to heart problems, and who got to the hospital one day before a white 20-year-old with a healthy weight, who was born with heart problems. Who deserves the heart more? Who will use their second chance better?
If there were more organs than people needing them, they wouldn't have to make that choice, and denying an organ to someone who needs it would certainly be illegal. But because there aren't, they choose the ones who will use it better, will take better care of their organs and have a low risk of dying of other causes before their new organ's "expiration date"(transplanted organs don't last as long as your own).
