At first I thought Dr. Doom. Genius equal to Reed Richards and Tony Stark. Ruler of his own country (Parking ticket? Ignore it! Diplomatic immunity!). But then there are those pesky psychological issues. Then Char mentioned Darkseid. He rules his own planet. But if I'm going to step up to the Jack Kirby level of cosmic villainy, there's only one choice.
