Seems there was another "Zombie" attack in Maryland
In Joppatowne, Maryland, police say that Alexander Kinyua admitted to killing and eating the heart and parts of a human brain, believed to from his roommate Kujoe Agyei-Kodie. This comes on the heels of a bizarre face-eating episode in Miami.

This stuff eats your flesh, you end up looking like a zombie. They say that it's cheap and more addicting than heroin, the Russians call it "krokodil".
So, from what I've read people say that the face-eating-canibal guy was on bath salts. Some one wrote a review on Yelp about the face eating experience.

So my mom gets a call from her brother, that his wife, who is in Miami, had to get the cops to subdue her cousin.

They don't not work that way, either. Some people have interesting reactions to drugs, eapecially if they have pre-existing medical conditions. Drugs do not produce consistant results when used in uncontrolled environments among a large group, simply because of the possibility of varience in dosage, concentration, etc...
I'd rather it was zombies, though.
