Yeesh, my roommate, in reference to this girl that I've been hanging around with the past week or so, is like "so are you gonna make a play for her, or what?"
I have only known she existed for a week, only known she was at all interesting for less than that, he has met her twice, and she already has a boyfriend (who, despite being on the other side of the country, she is still quite attached to, atm). No wonder all the girls he goes out with get freaked out and say he goes too fast; the guy has no subtlety or tact at all.

Today, I was meant to go to a German lesson but it seems my dad stupidly misplaced my school shoes in the bin.
There's also this strict policy in school about uniform so I wouldn't be able to turn up without the correct footwear, so I missed the German lesson and instead I went to wash all the baby shit off my school shoes.And I think I pretty much lost a friend or made a friend go into depression, he asked me if we should go out (the dating kind) and I laughed and generally thought that he was joking... but no he reacted all depressed and quietly walked away and said "fine then".
I am terrible...

Unless you really share the same feelings for him, don't feel bad. His wound is self inflicted, and if you still wanna be friends with him, just tell him to suck it up and be happy in the friend zone.

Tell him you don't know how to start talking with him without feeling awkward, because you like him. Immediately ask him out on a date.

Really you should at least clear up the misunderstanding and tell him the only reason you laughed was because you though he was joking, then maybe tell him there's someone else you like or something.

She doesn't have to tell him that she likes someone else, but she should definitely explain to him that she misunderstood him (and then politely turn him down if she doesn't want to go out with him).
