Usually its the widest part, though most women's panties need to hang onto some part one one's anatomy - mainly the upper part of the buttock.
While some women's panties "grip" because there is hardly anything that "covers" - anything. Like in hiphuggers and mini-bikinis and G-strings.
Except in the case of granny panties, which covers everything.
