Yeah, I've heard horror stories.
All those people seem to be giving off the "creep aura" which alarms young women. Even if the men in question don't have that intention, girls report it to their friends and they get worried and blow it out of proportion and it reaches their parents and ultimately the authorities. Doesn't just happen in Japan, though.
Although, I have known girls that have not reported anything when being stalked and that wasn't exactly the best course of action, either.

That story happened in Osaka which has a bit of a reputation for that sorta thing.
