      Not always. I know a few girls who wear a an extra pair of panties over their stockings. They say the stockings keep sliding down, or are uncomfortable without and extra pair. It's just to hold everything in place.

      I can't keep quiet any longer. We are talking about panties worn over pantyhose, not stockings. Stockings include thighhighs such as these:
