I'm not sure, Thepiratebay could be accessed by changing DNSs back in the days so I suppose some of them may restrict access to some sites.
Yes, DNSs can be changed on a single computer (actually I don't know if you can set the router to use a particular one, my ISP won't allow me to access my router's configuration).
Go to this pane from the control panel, click on LAN,
then "Properties", select "Internet Protocol version 4" from the list and click properties again, there you can set the IP of the DNS you want
Mind you, I don't know if this will fix anything
