I use Code::Blocks for (C++, but it works with C) programming. I'm sure that pros use something else, but it's good enough for a beginner.

Abstain or you can use some dopaminergic substance, weed or/and caffeine, but those might don't work, so your best bet is abstinence.
Well if i can use windows i guess i should.. but does linux run better. i mean it would be different but somehow i feel like it takes less power to run linux than it does windows. if it runs better i would be interested.

Linux runs better on old hardware than Windows 7 or 8; user-friendly distros like Mint use roughly the same amount of resources (CPU, RAM and disk space-wise) as XP. Maybe less. Really stripped-down distros are even more efficient, but they're only really for the hardcore.
But if you meant "power" as in "electricity", then Windows may run better. I've heard many stories about Linux laptops having shitty battery life, but I tend to kill my batteries within 12 months of buying a laptop, so I can't confirm or deny this.

Let me tell ya something , if you are a total beginner at Linux OSes Software Development itself then it will be like really difficult at the begin to you understand this new kind of envoriment if you have spend all your life in a Windows Envoriment , even i had some really hard times when i started learning the Console-fu , installing shit from it but alot times the programs arent compiled , you had to compile them yourself and install the dependecies too . But once you understant all of this Develop things on Unix will be a breeze than on Windows . So keep in mind than rather to start develop in C/C++ you will have to learn how your Linux Distro works as each of them differ from there install packages , if they use Gnome , KDE , LXDE , blahblahblah.
I recomend you learn first on Windows to start coding and compiling then go and learn some good Linux
