Let me tell ya something , if you are a total beginner at Linux OSes Software Development itself then it will be like really difficult at the begin to you understand this new kind of envoriment if you have spend all your life in a Windows Envoriment , even i had some really hard times when i started learning the Console-fu , installing shit from it but alot times the programs arent compiled , you had to compile them yourself and install the dependecies too . But once you understant all of this Develop things on Unix will be a breeze than on Windows . So keep in mind than rather to start develop in C/C++ you will have to learn how your Linux Distro works as each of them differ from there install packages , if they use Gnome , KDE , LXDE , blahblahblah.
I recomend you learn first on Windows to start coding and compiling then go and learn some good Linux
