Yes it can be safer the the right direction is not the one the NTSB wants to take.
The real problem is regulation and liability has largely frozen general aviation aircraft development so most aircraft don't have safety equipment like airbags,stall recovery chutes,and better instrumentation.
Synthetic vision systems for example have greatly reduce accidents on Alaskan short haul flights.
In theory the cost of a SVS could be brought down to a under a thousand bucks.

I usually get requests around times of class reunions.
they finally got the message when I emailed one of the few I still talk to and told him "If I wanted to keep up with them they'd already be in my facebook, why would I go and see a bunch of people in person that I don't want to see in my computer?"
