    Most of those programs are either shit-tier or expensive with a steep learning curve.

    But this program probably won't be any better.

    Yah software to do that in photoshop etc has been around since the 90s and back as far as the late 80s on high end workstations etc.

    Recently it has gotten easy with apps like intocartoon.

    Yah though in this case they used a boat load of rotoscoping for that effect.
    In 1994 Smoking Car Productions figured out how to automate it with a computer and used it in a video game released in 1997 called The Last Express.
