Depends on the show.
You can watch the 2nd season of Ika Musume or Working without having to watch the first season although it'd probably be better watch the first season before.
I also heard that people watched the 2nd season of k-on thinking it's the first then getting happy when they realize there's more. That's what you get for using exclamation marks to show what season it is.
Something like shana will probably require you to watch the seasons that came beforehand. Since you'll probably need to understand the plot and how the characters changed throughout the preceding seasons.

Sayonara Zetsubou Sensei, you can start anywhere, and its an awesome show.
Blood-C, only episodes that do anything are the last two, you only need to watch them.. If blood-c only consisted of the last two episode, it WOULD of been an awesome show. Sadly, they had those other episodes lowering the quality immensely...

you can watch Railgun without having watched Index and do fine, tho you might miss a couple of references and inside jokes but overall wont make much of a difference

However, to stay and add to the topic...
Just watch - "Shana the Movie" - and you get all the episodes combined into one, as (both) Season 1 and 2 are basiaclly (the same), and then watch the 3rd to see it all come together and be finalized.

I haven't watched season 2, and the first episode of season 3 threw me off... so I shall take your advice.

The Shana movie has the equivalent of the first couple episodes of the first season. You will be missing a lot of story.

i ask the question cause people keep telling me that Jewelpet season 1 isn't worth watching so it's not been subbed however season 2 has. So to me that makes it equally not worth it.
