Why not someone from Wales, or Australia or Havana?Kansai people tend to sound like that in English dubs because there are some cultural similarities between Texas and the Kansai region. In particular, this stems from Kanto people's impressions of Osakans, much like Yankees' impression of Texans. There's debate about what region of the USA is most like Kansai, however. Sometimes characters speaking that dialect will have a Brooklyn-esque accent in the dub.
