The most I've known of is sometimes they might hire an australian to do some english.

Its only in the after market when the anime is released that fan subbers or dubbers will use whom ever they can find to do the final subs or dubs, as motaku pointed out. Not all candiates are best suited to the job, which is why we get shitty subs/dubs from tiem to tiem.

I'm sure the voice actor for T.K. in Angel Beats was American. Or at least from another English-speaking country.

I think it really depends on how much it'll cost to get the someone like that, or if they already have someone like that working in the studio.

Well, the character herself was from a space colony, but her voice actor was actually Chinese.
Aisha from Gundam SEED was played by Vivian Hsu, and her pronunciation of "Andy" was distinctly English during her lines.
As a side note, while not from a foreign country, the production staff also let T.M. Revolution do the voice actor for a minor character called "Heine Westenfluss" in Gundam SEED Destiny. T.M. Revolution is a major artist that did a great number of theme songs throughout the Gundam SEED series.

The dutch in Samurai Champloo sounded pretty damn authentic. Was looking around where it was coming from before I realised it was actually part of the anime.

Contrary to how often the term was used, he was a literal dutchfag. Very entertaining, though.
At least they got a black guy to Mr. Popo in the English dub (sometimes).

I made a mental note every time I watched that episode to check the seiyuu's roots but forgot. However I'm pretty sure that the voice actor was the same as Jiraiya's (in Naruto) and the other Ergo Proxy (in Ergo Proxy). He has a somewhat distinctive and memorable voice. On the other hand, I'm not - or never been to Netherlands (let alone studied the language) so my capability to estimate it's authenticity is rather low.
I did find this page though. There are listed foreign voice actors working in Japan, and likely some of the work they've been involved in.

Fabiola from Roberta's Trail of Blood sounded alright when she spoke in Spanish, her seiyu is Satsuki Yukino, so not sure if she speaks Spanish. Then again the phonetics of Japanese and Spanish are very much the same so as long as they use the correct kana they can read in "spanish" without knowing what the fuck they're saying.
