Yeah, the whole container was empty when they opened it. The container was locked, sealed and recorded, the only person who can open it is the receiver which is the factory in Tokyo.
But you can always break the lock and change a new one, swap the document and stuff.
I would steal a container full of sex toys but not condoms.

I really do hope that the person who stole those intended to do so. Imagine pulling a heist, getting back to your hideout, opening your loot and finding thousands of condoms. Great if you have an active sex life, but not so great if you were expecting something that you could sell for money.
