Depends. As a rule, I think Scottish accents sound better on women and Irish accents sound better on men. I can't think of any Irish accent I find attractive on a female. And I can't distinguish between any Irish regional accents.
Northern Irish accents are a whole different kettle of fish. They're a combination of Scottish and Irish, and even though everyone loves both of those accents individually, any British person will tell you that Northern Irish accents are horrendous to listen to. BubzBeauty is an exception, since her kawaiiness overcomes her unfortunate accent.
What about Celtic accents in general? That includes the welsh.

Celtic accents don't really have enough in common to generalise; I wouldn't say that a "Celtic accent" exists.
I don't like Welsh accents. They sound almost as retarded as Canadian accents. But they have a musical quality that creates great singers (Welsh accents, not Canadian; the latter produce the worst music in the world).
