Yah sometimes the US justice system simple does not work and that is a classic example of a total failure of the system.
The Bank CEO should be dropped into an active volcano or dumped in the arctic dress in raw seal skins for his crimes.
As for the homeless man it would be far cheaper to get him back on his feet and get him a home, job, and education the incarcerate him for 15 years.
Actually this could be done for the cost of one year in jail.
Besides he had no choice so going easy on him is the right thing to do.
I'd love to have 15 minutes alone with anyone who thinks he deserves that sentence and I'll make those 15 minutes seem like years well at the very least the injuries I'll inflect will likely take years to heal if ever.

For a banker used to living the good life, being in jail for just a few years is going to be pure hell, and his quality of life after getting out will be drastically reduced because of the great loss in social status and difficulty in getting a decent job as an ex-con. His life is ruined.
For the homeless man, being in jail might actually be pretty nice, and nothing will have changed after he gets out.
