A-1 Pictures do the Fairy Tail anime now, the budget seems to fluctuate. Certainly if you watched the first episodes and then the next couple it dropped like a stone(Seriously, If memory serves me correctly, episodes 2 and 3 had some horrendous animation), now it seems to be stable.
You gotta remember that the anime is basically an advert for the manga. No one buys it on DVD/BD anymore in Japan. I doubt anyone actually did to be honest.
Studio A-1 pretty much put enough effort into it to make it passable for a Shounen series.
yeah well the budget usually has little to do with how the characters faces are drawn, they're such a small part of the entire show.
aside from one piece i've never seen an anime that has fluctuating character designs.

Lucys breast size fluctuates a lot, she goes up and down a few cupsizes. One moment shes big, the next shes friggin huge.
I love Lucy and all, but for such a large figure the details look kind of crappy.
The face is fine, it reflects the face she has in the 2014 Fairy Tail anime revival series.

the bridge of the nose is weird as well as the curvature of the nose leading to the mouth. It looks smooshed.

It's not very detailed for a 40cm figure.
Nice figure but they should make it 1/7 scale and different color and design of the swimsuit... :)
