Sure, there is a shit-ton of gratuitous fanservice, and a lot of violence, but it all works in the frame of the show.
It's not like the other, similar storylined series by these guys, Code Geass, where all the homosexual stuff was imagined by the viewers.
In fact, I imagine this as a rule 63 version of Code Geass, only a lot more hammy instead of melodramatic.
Give it a couple more episodes, I really believe they are going to break into an actual storyline about rebellion against the man users and mana being some evil thing farmed from the dragons, or some such shit. That will actually be interesting.

It was nice to learn more about Salia this episode and see Ange slowly getting more settled in. I think the series has a lot of potential and it'll be interesting to see where they take this. I just wish the characters and scenes were drawn at a more consistently higher quality.
