It's pretty easy to figure this one out. If this website's downvote system tracks who downvoted, and I'm pretty sure it does (otherwise how would you stop multi-votes), then it's just a matter of checking who's been downvoting so much in such a short timespan. That also allows reverting the downvotes.
Unless he/she is creating multiple accounts. But if 7 hours have been passed, it's likely it's one person doing this. It's a sad thing when you have to block an IP range, so I really think this is not necessary, but just making it have like a 48-hour period to create a new account would be great.

I still don't understand how Japan can make a show about dancing, with the slideshow like anime and corner cutting that invariably goes along with it. Smoothness and actually taking the time to create an articulated facial expression instead of some two frame back and forth stylized junk is one of a few reasons I still go back to western animation.
If Japan just put more thought and resources into making great animation, they would look fabulous. But again with cost cutting, a bottom line and few people who seem to actually care about the quality, I think it will be a long time before they find some cheat to make it look like they put a lot of effort into animating motions well.
