No. Mechanical parts? You mean joints in armor? If i control your brain and suit you in armor, you will be cyborg, not mecha, that's the point, you mean it right but you are wrong. Sophisticated capsule translating controler signal to nervous system doesn't make biological beeing a robot, not technically

Eva is considered mecha since someone is just lazy to come up with new category, for me, is calling eva mecha insult, not that I hate the genre, but eva is something more, it's milestone, like gits and akira and if you put something great like that in category you are degrading it. Like if you say about some anime that it's harem, everyone knows 60-80% of the "plot" before seeing even opening of the show
