This is a different Saber, from Fate/Extra, it's a completely different person and personality.
Saber Extra is kinda like a tyrant, a polar opposite of the FSN one.
She was indeed better "equipped" than the FSN one in that matter but her other body "equipment" are exactly the same if not more feminine.
Do remember that FSN Saber was more masculine, which magically only showed in one scene. The Saber Extra is all female womanish body and is actually pretty fun to be with :D
