It looks like the developers got together and thought "we need a loli character to expand our market", so they goggled "loli" or "gothic loli" and probably came across Ekaterina from Seikon no Qwaser or something. And now a bunch of people who would never think of playing DOA, some of which were probably even disgusted with DOA, are jumping on board. I lost some respect for Team Ninja with this.
