Umm… what? Never had trouble myself, and while I know some onsen in Hokkaido don’t allow foreigners (mostly because of Russian sailors swinging by and wrecking the joint), haven’t seen anything like that anywhere else, and certainly have never heard of a ban on foreigners at temples.
