That’s correct. Even if legal in Japan, children of foreign residents still enjoy the benefit of child protection laws of their parent’s country of origin. It would be prudent to investigate, if only to avoid any diplomatic tensions later on.
Still sounds like an excuse to justify suddenly springing into action through. It’s a typical response to avoid unwanted media criticism. *sigh*

The comment about race just confirms what people outside of Japan already suspect…that Japan does not really care about child sex abuse, but instead onlyt responds to it so as to not look bad to other contries that find it socially unnectpible (cimpletely discusting is more like it).
