Since Sony has the original specs and code, they can just re-implement the PS3 execution environment as a compatibility mode in the PS4 hardware. Kind of like how modern amd64 based operating systems run x86 software seamlessly. That said, I doubt it’s going to happen. It’s expensive and unprofitable, especially compared to selling all your games back to you again.
