I was at Comiket two years ago and it was so crowded that several times you couldn’t even walk properly through the corridors. how you expect someone in this situation to throw his garbage in the proper place? it is impossible to have bins everywhere too, so naturally it will start to be thrown everywhere.

the only thing that can be done in this case is prohibit the people to distribute flyers there, since they are first thing to be discarded.
