I'm not one to bash the Japanese because of what is normal in their society, but... in a society of efficient practices and schedules, you'd think they would at least have a more competent general police force, or a group of people who are motivated to go out and do stuff rather than stay holed up in the kooban, giving directions and writing reports about how crimeless their niche of the city was for the day.

The one really at fault is the police division that hired complete morons.

The point is that the zoo filed a report, and being police officers, they have the responsibility and obligation to follow through. If someone within the zoo administration fucked things up, yes, they should be reprimanded, but those animals needed to be saved as well.
