Police are coming under fire for killing an anteater they captured by caging it outdoors in freezing temperatures, the intellectual strain of phoning the zoo which reported it missing apparently having proven too much for them.
Chiba police responding to a report of an “animal like a civet” captured a 2-year-old male lesser anteater (or southern tamandua, a species native to tropical South America) on the 24th of December, the animal having escaped from a Chiba prefecture zoo in November.
Making no attempt to give the creature food or water, they left it outdoors in a cage, putting a blanket over it at night. It was dead the following morning, having froze to death in weather which reached 0°C that night.
Police say that “As a rule we keep animals outside. We’d like to make sure we have appropriate procedures in place.”
The zoo, which had kept the animals indoors for winter, managed to lose two of the creatures in November, and reported them missing to police. Police declined to follow up on the report.
The police soon came under fire for their treatment of the creature:
“Isn’t this dereliction of duty?”
“It would have lived if they’d just put it indoors! Arrest them!”
“How’d they know how to keep an anteater!”
“Even if they didn’t, if they bothered to follow up on the missing anteater report they’d have saved it!”
“The people who lost it are at fault here.”
“Even if they are, it doesn’t excuse police not doing their job.”
“The ones who managed to lose it have no right to complain.”
“Well they are both at fault.”
“Leaving aside the zoo’s ability to lose it, the cops are total scum for doing nothing about a lost animal, it is not like they don’t get missing pet reports.”

If this had happened in the U.S. the police would have tased and/or pepper sprayed it before taking it into custody. If it resisted or seemed to be agitated it would have been shot. A much less cruel fate than freezing to death.

A lawyer I know in Japan watched this one guy, who was clipped by another guy with his car, start beating up the other guy, who stopped to help him. Apparently, the police were just sitting in their car, watching. My lawyer friend went up to them and pointed out the incident, hoping they’d at least do something about it, now that they had been noticed, but they took out a megaphone and just told the guy to stop… for about 5 minutes before the lawyer gave them enough of a dirty look to have them drive close enough to scare the one guy away. Once they were far enough away from the lawyer, though, and the guy left in his car, they disappeared from the scene… leaving the victim of the pummeling unconscious on the road. The lawyer had to call the police in order to get help for the poor guy.
I’m not one to bash the Japanese because of what is normal in their society, but… in a society of efficient practices and schedules, you’d think they would at least have a more competent general police force, or a group of people who are motivated to go out and do stuff rather than stay holed up in the kooban, giving directions and writing reports about how crimeless their niche of the city was for the day.

Agree. The anteater may escape by the mistake of Zookeeper, but the Zoo did file a report. The brainless police saw the animal and didn’t even bother to call the Zoo, checking report of animal missing or at least take care it properly.

The point is that the zoo filed a report, and being police officers, they have the responsibility and obligation to follow through. If someone within the zoo administration fucked things up, yes, they should be reprimanded, but those animals needed to be saved as well.
