Do away with the intense interrogations for what are minor crimes.
Next much tougher standard for joining the police force so you have police who know the difference between a serious claim and someone crying wolf.

  I would have sued the police for wrongful arrest and prolonged detention then slapped the bitch with a defamation lawsuit. In most first world countries they have to either have a case or they must let you go. Suspicion and a verbal accusation is not enough.
