Even when you add into account the photoshopping and the makeup, she still has a very tired look to her and her eyes are definitely puffy. Even in the slightly more professional shot, her eyes still look very puffy and baggy.
Those kinds of bags and that much skin discoloration are usually due to drugs or a drinking problem. I will admit that they could've just as likely been caused by severe sleep-deprivation, but the chances of that are small when her situation is taken into consideration.

Guys, everyone is overreacting. Her makeup was really dodgy in some pictures which accented her baggy eyes. Other pics are badly lit so shadows are cast. Even in her 2010 AV debut, it's easy to see that she has puffy bags under her eyes - obviously the makeup and lighting masked this very well.
