The only ones doing it is GG and it's only one dude. What you should be asking is for more fansub groups to do it if it's that important.

This show is the hell to translate - or rather quite untranslatable. Even gg can just give a little glimpse of the jokes in there.
That guy is the only one who knows enough about Japan and enough Japanese to fully translate it.

And even then he has to scriptwrite because most of the jokes don't make sense if you translate them literally, and even if they do they suck anyway.

Joshiraku has the actually has largest amount of staff working on it at gg. I don't know why everyone thinks it's one guy. If that was true, all episodes would be out since the only person not slow-poking it is the translator, Vale, who has translated everything up to 10.
The reason why it's delayed is because there is a different editor for the three segments in each episode.
The reason nobody else is subbing it is because this show is fucking difficult to translate into English since it has a lot of Japanese puns and word-play. Another reason is because most groups just rip CR and don't have an available translator for this.
Well allot of it gets lost in translation but I don't remember Sayonara Zetsubo Sensei having this kind of trouble
