that may be the case with some series (#1's Sena is definitely the bustiest character in her series), but there are several exceptions in the top 10 alone. Sawako-chan-sensei and Mugi arguably outrank Mio. Mikuru's undeniably the biggest character in her series (the only one capable of beating her is her own future self), but Haruhi and Asakura have fairly noteworthy busts themselves. Medaka's probably hard to beat in her own series, but said series features a fair amount of huge tits nonetheless (especially later in the manga). Seraphim has Maelstrom and Kyouko to compete against (but to be fair, they all probably stand out when Eucliwood and Haruna are the main focus). And as much as I like Riko, I find her presence on the list rather odd; the yandere childhood friend Shirayuki seems like the most popular character from that series (maybe even moreso than the titular Kugimiya role), and she's roughly equal to Riko when it comes to breast size.

um... Mai's a game character? Given, she did get some animated appearances, but I think they were OVAs, and she's hardly remembered for them at any rate.

Thanks for bringing up Princess Lover, BTW. That anime seems to have become quite forgotten, which is a shame; I thought it featured some pretty awesome tits (Charlotte being my personal favorite).
