Largely because of the revenue generated by the presence of a monarchy such as the British Royal Family. Not sure if the Japanese Imperial Family does the same, but the British royals pay rent on their land to tune of something like 4 billion a year. Then you get about 16 billion in tourism, or some other astronomical number. CGP Grey on YouTube did a great video about it.

Hopefully Japan has a similar arrangement. It also helps that the Imperials maintain an important aspect of the classical culture in Japan, and while some people don’t think culture is important, history can demonstrate rather brilliantly how letting go of this culture leads to a decline in general social strata (ie: the PRC, the DPRK, the USSR, large parts of America prior to the Civil War, and Mongolia during the USSR). Gotta maintain some social traditions and the Imperial family is inextricably tied to certain ideas about being “Japanese”, including home, purpose, and spiritual belonging.
