But, hopefully, that they are not trying to deny they were taking part in the bullying means something. Perhaps too much of a lost cause, but I feel they might have had reservations when it took place, but marginally went with the flow. The extent of their awareness might be an issue here, but in any case it was nonzero and they implicitly admit that here as well. My thoughts are they are now feeling worse off than other parties that took part actively or through neglect.

I am more shocked in how these fools can even stay employed. In Japan, the employment rate is really low. WHAT WE NEED are teachers that are not educated enough to do their jobs but are capable of giving good care and responsibility for their students. When these people go to jail, I would enjoy their torment in how they would never get a job in the future.

Incorrect. Teachers are responsible, as they are SCHOOL STAFF, therefore they fall under the school’s jurisdiction and are responsible for the well-being of students, as well as their safety. It might be different in Japan, but for the most part everywhere else, this is what they do. They’re their to teach mostly, but the secondary part of their job is to care for their well-being and safety.
