I heard in WorldWar II , Japan soldiers put seal on forehead of criminals in the country they invaded .
Just use in on bullies , put a seal on they profile , make them regret and never forget what they do .
Let society know what crimes they do .

  Actually, the usual school bomber/shooters thing is to get ANYONE because they feel that most of the other people in the school didn’t do ANYTHING to stop them being bullied.

  Actually, America has done stuff to try to resolve the school shooting problem. The problem however is that in order to totally resolve it, bullying has to be gotten rid of in schools. Sad fact, but it’s next to impossible to do that because many parents equate bullying with leadership potential.
