People who are sane or have common sense call them ‘deterrents’.

It is like nuclear bombs. Nations that own those weapons would take as much time as they need on the negotiation table before flicking the launch button, because they know that no matter who fires first, everyone is fucked.

  Actually, the usual school bomber/shooters thing is to get ANYONE because they feel that most of the other people in the school didn’t do ANYTHING to stop them being bullied.
