Actually, if you’d watched the episode, you freely admits that she’s skipped several classes because of her heightened intelligence.
Meaning, she’s a lot younger than her classmates. If Akatsuk is say 17, then she’s around 14-15 at the minimum. I do believe that qualifies her as a loli. As normally one of her age would be in Middle School.
