1.China can, and does. The 1mil goes a long way in providing adequate funding though. Also I think it’s worth pointing out the rental fee is not some form of highway robbery like you claim. You want pandas in your zoos, pay the rent. Nobody’s forcing anything.

2.China’s not claiming rights to some species; they just happen to only exist in China. Feel free to grow your own if you like, panda DNA is easily acquired it’s not some state secret. Good luck with PETA though.
