Honestly because the list for Tomoya is “split” into 5. that why it didn’t get top votes.

Imagine how many people actually voted for

Tomoya x Nagisa
Tomoya X Tomoyo
Tomoya X Kyou
etc

The list only list those couples that has been establish from the star, while clannad the anime itself has 3 versions, with tomoyo after and Kyou after.
