No, unless there was some force other than friction from the air in front of her (which is insignificant) while she is falling, she is still travelling forward at very close to the same speed as the jetski when she fall, whether the fall involves an upward rocking motion or not. If a wave pushes her UP, that force did nothing to reduce her forward momentum.
