Nope. Devs have this thing called a "test device" version of the console, usually sent by the console company itself. This "Test Device" is different version from the market-released console (has more slot/hub than the market-release, etc).

When the dev build the game, we can build and directly test into the test device (which is connected to the developing PC).

The coding itself is still done in the PC *obviously*.

I use my thumbs when the action isnt that serious on my 3/DS handheld; it saves time and its just like a touch screen display. Though for precision purposes I use my finger nail but i know some people who're born with nubs for fingers ._.

Sega's follow up to Dreamcast was going to have screens on the controller, similar to how the VMU functioned in the original.

Not to mention Sega had made the Activator in 1993, well before the Wii was even an idea.
