IF the console have better specs, consumers will not only demand, but also expect better graphics to the point where graphics alone eat most of the power. To the point where the power free to user for content is lower than that of a less powerfull machine with lower resolution graphics.

  Nope. Devs have this thing called a “test device” version of the console, usually sent by the console company itself. This “Test Device” is different version from the market-released console (has more slot/hub than the market-release, etc). When the dev build the game, we can build and directly test into the test device (which is connected to the developing PC). The coding itself is still done in the PC *obviously*.
